Mold exists everywhere and yes you can never completely eliminate it. However it can be managed to the point that it is not a problem. Essentially mold flourishes in damp environments. Fix the roof along with other sources of water infiltration, clean up existing blooms and the problem is solved. And would most likely cost less than demolition along with the associated legal costs. If the owner wants to argue that the structure is so hazardous that mitigation is impossible or cost prohibitive, then I would argue that the site should be treated as a hazardous waste site and managed accordingly.
