Earleir this month San Francisco approved, in a Supervisors 6-5 vote, legislation that requires property owners to get "special approval" i.e. "a six month interim measure in the form of a conditional use permit" (that both ides agree could be extended or made permanent) from the Planning Commission. This was a 6-5 vote, advocate contend that it is needed to preserve affordable housing and that "the majority of market-rate homes for sale in SF are priced out of reach of low and moderate income households".  Burlington VT has a similar measure for the same reason.
