[MassHistPres] alternate HDC com'rs

Our by-law provides that the Selectmen may appoint alternate commission 
members (we don't have any of those right now); the by-law also provides 
that all the members of the Arlington Historical Commission are alternate 
members.

In addition, since we have 7 commissions (all of which meet & deliberate 
together), the resident/property owner member of each commission is 
automatically an alternate member of the other six commissions.  The 
chairman designates which alternate(s) will serve for a particular meeting, 
so that any commission having a hearing will have a full complement.

So, the answer is that your by-law should make the provision.
