[MassHistPres] other municipally leased properties

If you go tho the DCR site it talks about lease terms of up to 50
years. That may be an advantage a state agency has. If I remember
correctly, towns can only enter into leases of up to 10 years w/o
special legislation. Brookline has done that, I believe, in one or
two occasions -- but it takes time.
The length of the lease can be a problem if, for instance, a user is
being asked to commit to substantial rehab or other buildout costs
and only has 10 years in which to amortize them.
