[MassHistPres] Samples of Municipal Leases to Friends of Groups

The Town of Harwich will shortly be considering the renewal of a lease of
a town owned property individually listed on the NHR to a Friends group. 
There has been discussion that amendments are needed to the current
lease, specifically concerning the fact that at this time there is no
oversight provision and "issues" have arisen.  Could anyone provide me
with a section of  a municipal lease that contains a requirement that all
plans for proposed work; the specifications for proposed construction;
the actual work and subsequent upkeep, etc.  be reviewed on a regularly
specified basis by a professional specifically qualified in work on
historic properties?
