I don't know what your time-frame is, but what you need to do is to educate
people to the fact that substitute siding (usually vinyl these days) has
many downsides and is overall less satisfactory than wood clapboards or
shingles. Similarly, repairing old windows is not only more cost effective,
but much better operationally than vinyl replacement windows. If the HDC
allows substitute siding & windows, a large part of your mission to preserve
old buildings will have been abandoned (you will find the MHC guidelines in
their "red book" says much the same thing).
