[MassHistPres] loan funds

In Arlington - which unfortunately has not adopted CPA - we do have a 
preservation loan program, originally funded with CDBG money.  We provide 
low interest (1/2 of prime rate) 5 year amortization loans for restoration & 
preservation projects in our 7 historic districts and to properties on the 
historical commission's inventory.
