[MassHistPres] loan funds

Brookline has a similar revolving loan fund derived from an old CDBG
program -- with ever fewer places it can be used. In some NRD
situations where it can be applied the Commission has had some
limited input on projects it has funded. It couldn't be used today
in any of our LHDs, altho at one time it could
