[MassHistPres] HDC guidelines

Using CDBG funds is problematic due the lead paint regulations HUD has.  It makes it very difficult not to install vinyl windows and vinyl siding when using federal funds.

Perhaps those areas could be or are identified by the municipality as
eligible for Community Development Block Grants.
