I can't speak to all instances but we have used the CDBG derived  
funds I described on a building where the primary facade was retained  
un-sided (and I'm sure de-leaded) while siding was applied to the  
back and rear -- it was a double- triple-decker not in an LHD and the  
best result we could get.

We have also had HUD "HOME" funds used on the entrance area and  
interiors of affordable housing projects involving de-leading of  
woodwork that was retained.  So it is possible.

director on de-leading windows.
