Brian,
In Somerville, as a 40 (C) HPC we have followed the aforementioned
membership requirements. I would only add that we believe that it is
very useful to have a number of members on the Commission who are owners
of LHD properties, sometimes in addition to representing a particular
profession or trade. They can empathize with the given applicant's
alteration issues, and also deliver "difficult" messages of why a
particular alteration cannot be approved and why consistency in
decision-making is important as the same applies to their historic
district property as well. I find that their input also gives more
balance and reasonableness to final decisions of the Commission.
However, know that finding LHD owners who are both willing to volunteer
their time and can be both objective and constructive in presenting
their perspective is often easier said than done. Good luck, Brian!
