[MassHistPres] Affirmative Maintenance Bylaws-Description andCase Studies

An Affirmative Maintenance Bylaw is a general  bylaw requiring a  majority
vote of Town Meeting or the City Council.
 
Shouldn't  this be a 2/3rd majority for a  bylaw?
