A majority for a general by-law or ordinance (MGL Ch. 40, Sec. 21).

Two-thirds for a new or amended zoning bylaw or map (MGL Ch. 40A, Sec.
5).

Chris is recommending that this would work better as a general by-law
rather than a zoning bylaw.

An Affirmative Maintenance Bylaw is a general  bylaw requiring a
majority
vote of Town Meeting or the City Council.
 
Shouldn't  this be a 2/3rd majority for a  bylaw?
