The Amherst Historical Commission is an appointed volunteer citizen Town
board, which elects three officers--Chair, Vice-Chair, and Clerk. It is
part of the Clerk's responsibility to take minutes. The Amherst
Planning Department provides staff support for other
clerical/administrative tasks--reserving rooms, posting meeting or
public hearing notices (the latter for demolition delay hearings),
receiving/sending mail, etc. In most of the smaller rural communities
that operate without staff, however, the volunteer citizen board
commissioners do it all, and without pay.

I'm curious if this clerk, or the secretary of any MA HCs are paid
positions.
If not, how do you coerce someone to do work in an unpaid position which
doesn't have the status of being a commissioner? Do HCs have
commissioners who are willing to volunteer as the secretary (which can
be elected from within or outside the commission)?
