[MassHistPres] local HC minutes

Ralph:

The Town of Bedford employs an assistant who works full time in the 
Building Department, and also takes the HDC minutes and the ZBA 
minutes.   He sends a copy of the Minutes to one member who has 
volunteered to edit them first (an English expertise).  When he gets 
them back edited, he then sends them via email to the rest of the 
Commission members for any final changes.  Most of the time our 
assistant gets all the changes and/or suggestions back before the next 
meeting, and has them ready for approval that night.  This system works 
great for us.
