[MassHistPres] Properties to be demolished

The Westborough Historical Commission has a demolition delay by-law for  
properties built before 1950 with a 120 day delay if the property is found to be  
preferably preserved.  When all avenues for preservation have been  exhausted 
or a building is in extreme disrepair, the commission would like to  require 
that we be allowed to photograph the interior as well as exterior of the  
property.  Should this be written into the by-law or should it just be a  condition 
that goes along with the demolition permit?
