[MassHistPres] Properties to be demolished

Paula, Dartmouth's Demolition Review {Delay} bylaw was written to include a
requirement that the applicants or owners allow the commission or a
representative to document the structure, including photography. Not sure
if it's really enforceable but if it's in the bylaw and the applicants know
up front they may be more cooperative in allowing the documentation. Also
helpful and courteous to provide a copy of such records to the owners.
I would add that it's important to begin the documentation as soon as
possible. To wait until the end stages of the delay or to ask permission to
do so later might be a tough sell especially if applicants or owners have
already resisted efforts to save the structure. Once the demo delay has
expired, time is of the essence, so don't wait.
