The Town of Arlington has had such a fund for over 20 years. We started
with $100,000. The Fund makes low interest (half of prime rate, adjusted
annually) loans to preservation projects we deem appropriate, e.g. siding
removal, restoration of lost architectural details, slate roofs, wood window
restoration vs. replacement with plastic, etc.
We are not quite in the 21st c. yet, so no web site, but we do have a paper
brochure which I am glad to send out.
