I don't know if this helps - or perhaps it is too late - but in Arlington, 
we have a rule that we will not accept applications (that is, they are not 
properly received, thus triggering the time rules) except from the record 
owner of the property or his/her agent.

We do, on occasion, have an informal hearing from a prospective purchaser so 
that he/she can get the drift the Commission's thinking before committing to 
a purchase.
