[MassHistPres] State properties in LHDs

Hi,
Are state properties and/or institutions within local historic districts subject to the same 40C and local laws, design guidelines, authority, etc, as any other buildings? Does it matter what kind of institution it is? Is there any special or different considerations when dealing with such properties of which I may not be aware?I'm referring here specifically to a state college.
