Wow - the mind boggles with the possible uses, but I understand the issues at play here as a rural site.
I would need to understand the true issues of location, but of course my current job would make me think about affordable housing solutions (single room occupancy apartments, transitional housing, homeless shelter, etc.) You could mix that with an educational program.
How about some sort of regional non-profit/for profit incubator space? There was a great place up in Pownal Maine which took over the land for farming and turned an old mental health facility into an office park. Its called Pinehills Farm.
I probably would look at the retreat idea closest - what if you developed a super sustainable site and make it an "off the grid" retreat?
