[MassHistPres] A question about Certificates of Appropriateness

Hi all,
I have a quick question for everyone. The Medford Historic District Commission has a resident who is seeking approval on a product, hardiplank, which has been denied in the past.

We found the product to be not within the character defining features of the district, one of which is materials. I understand there is a large debate about Hardiplank among the preservation community.

Here is my question. Does anyone have an experience where a historic district commission has turned down a product and the owner has sought re-approval on the exact same product. If not, could anyone offer advice about what to do in such a scenario? The owner is convinced his only road is this one product and we have attempted to reconcile with him to no avail.
