[MassHistPres] A question about Certificates of Appropriateness

In Newton there is a contingency in the rules that a denied application
cannot be re-heard within 1 year unless the commission votes 2/3 in favor of
hearing it again. Usually what happens is that the application is tweaked
in design or materials so that it is different and can be reviewed again.
What is the applicant's reasoning for hardiplank? Wood clapboard I don't
believe is that much more expensive than hardiplank unlike vinyl. Often I
hear the maintenance free argument, which I have a hard time with as its a
new product, its what they said about aluminum and vinyl and often isn't the
case, I've seen it warp and fail.
