[MassHistPres] Violations discovered years later

(1)  Is there a statute of limitations on violations of  Chapter 40C?  In 
other words, if a violation is discovered many years later  can the HDC 
require an ex post application for a certificate to  determine if the change was 
appropriate?  
 
(2) If the violation is discovered because an application for a  different 
alteration is submitted to the HDC, can the HDC require that the  
application include the previous alterations not brought before the  HDC?
 
(3) What are some of your experiences in this  matter?
