He can't find any arched storm windows whose custom cost he's willing to
pay--too bad.  A well-designed storm window can be opened, and is no
more an impediment to fire egress than an exterior screen window.  If
only one window is involved in providing access to the fire escape, then
that one storm window can be designed and installed to allow for rapid
removal.

Tell him (politely and diplomatically) to suck it up and do it right.

We have a home owner who wants to replace his arch-topped dormer  
windows because he says he cannot find any arch-topped storms.

He also is arguing that storms get in the way of access to a fire  
escape outside one of the windows as well as some other windows

Anyone have any suggestions re either issue?
