This e-newsletter from the Massachusetts Historical Commission
Preservation Planning Division has been prepared for local historical
commissions, historic district commissions and others interested in
historic preservation activities around the Commonwealth of
Massachusetts. It is published roughly every other week. If you have

MASSACHUSETTS PRESERVATION PROJECTS FUND UPDATE
Secretary William F. Galvin, Chair of the Massachusetts Historical
Commission is pleased to announce that Round 16 of the Massachusetts
Preservation Projects Fund (MPPF) grant program has been scheduled. It
is anticipated that funding will be in the range of the previous two
grant rounds, Rounds 14 and 15, which were $800,000 and $780,000,
respectively.
Administered by the Massachusetts Historical Commission (MHC), the MPPF
is a state-funded 50% reimbursable matching grant program established in
1984 to support the preservation of properties, landscapes, and sites
listed in the State Register of Historic Places. Applicants must be a
municipality or nonprofit organization. The program is administered in
accordance with 950 CMR 73.00. Please note that grant disbursement is
subject to reauthorization of the capital accounts and the availability
of sufficient allocated funds.
Two MPPF workshops have been scheduled for the week of 3/8/10 at the
Wistariahurst Museum in Holyoke and MHC at the Massachusetts Archives
Building in Dorchester. Join a member of the MHC's Grants Division as
they explain the program requirements, go over program materials, and
give you the opportunity to ask questions. Workshops are free of charge
and no registration is required.
Applications for the next round of grants, Round 16, are due April 9,
2010. For MPPF program information, downloadable

at each workshop.
NEW LOCAL HISTORIC DISTRICT STUDY REPORTS
Five new local historic district preliminary study reports have recently
come into the Massachusetts Historical Commission. These include
Dudley-Stevens Mill Historic District, Easton-Ames Historic District,
Hingham-Barnes/Old Colony Hill Local Historic District,
Springfield-Colony Hills Local Historic District and Wilbraham-Main
Street Local Historic District. The submittal of a completed study
report is part of the required steps for establishing a local historic
district.
DEMOLITION DELAY COURT CASE
A recent Superior Court and Appeals Court decision, Costello vs. Kelland
& others (08-P-1201) from the town of Lexington has upheld the process
of subjecting certain buildings to a demolition delay bylaw. The
Superior Court decision stated that "inclusion of the home was merely a
preliminary administrative step involving a discretionary
determination." The Appeals Court found that including the property was
a "discretionary action requiring no hearing." These decisions confirm
the ability of local historical commissions to administer demolition
delay bylaws based on age or other criteria.
