[MassHistPres] definition of structure

Greenfield's demodelay ordinance uses the terms "building" and "structure" interchangeably despite our repeated efforts to distinguish for the Council. I believe that we should then apply the law to both both shelter and non-shelter constructions, following the National Register Resource Classifications: definitions.
