I think the issue here is the funding source. It is not MPPF.

Subject: [MassHistPres] Window Replacement in Historic Town Hall
The town of Hamilton has a Town Hall that was built in the late 1890's. The
Town's Capital Planning Committee, along with the Town Manager, has applied
for, and won a Federal Grant for energy efficiency improvements. The manager
is convinced that window replacement is the only way to go and our local HDC
feels otherwise.
Does anyone have any experience in using the grant money for restoration of
the original sash along with addition of new storms?
