  I wonder if there is a guide to shutters..when did they come in regionally (Federal?) and do the fixed vanes with inner edge mouldings preceed the moveable ones?

  Here's a lead paint question - I fear I already know the answer, but I know the subject has been discussed here and man of you are knowledgable on this issue, so it seemed a good place to ask..

   

  I work at a house museum, owned by the town of Wilmington.  The original building was built in the late 18th century, with a 19th century addition.  We have exterior shutters - in desperate need of paint - on most of the windows .  I'm not sure how old the shutters are - I suspect some of them were replaced over the years, don't know for sure.  I don't know when they were last painted.  In a nutshell, I don't know if there is any lead paint, but I probably cannot prove there is not.  Therefore, if someone were to paint these shutters, would they be obligated to abide by the new lead paint abatement laws?  If yes, is there any grant money available for this kind of project?  Because it surely sounds like a very expensive procedure.
