[MassHistPres] Protocol for abutter of commission

My understanding is that a commissioner must recuse himself if his abutter has an application before the commission, but he (or she) cannot be deprived of his right to speak as a member of the public.

Does anyone know what the protocol would be for an abutter of a 
historical commissioner making a presentation? Can the commissioner 
speak out at the meeting but not vote, or can the commissioner speak as 
a member of the public?
