Hi James,
I can tell you that a few years ago (when we first adopted CPA) we
mistakenly did this. Abstaining from your area of expertise is certainly
_not_ a requirement / prohibition, in any respect, under Chapter 44B.
The reason for doing so in the past was a irrational fear that in some
way the representatives involvement would create a conflict of interest.
I can tell you that our Town Counsel has been asked about this and
assures us that there is indeed _no conflict of interest.
_In fact, it flies in the face of the CP Act itself in that the
involvement of the Historical Commission (as well as the Planning Board,
Concom etc...) is a _requirement_ since those boards, committees and
commissions _must_ be on the local CP Committee to provide their
recommendation.

I have recently joined the Town CPC, as a representative from the town
Historical Commission. I have discovered that, unless I am
misunderstanding something, the Committee has a rule limiting input from
members on specific boards - i.e. as I understand the rules the open
space member refrains from adding input on open space funding, same with
hiscom member on preservation.
This seems rather counterproductive to me. I wonder of other towns
operate similarly, and would appreciate hearing from anyone who can
comment on this matter.
