[MassHistPres] "partial" Historical Commission appointments

Hello Massachusetts Historical Commissions,
As an 17 year member of the town's Historical Commission, I was 
appointed for only one year last year, for what is supposed to be, and 
had always been, a three year term, as required under MGL chapter 40, 
section 8d, and New Salem Town Meeting vote of 1973. Has any other 
Historical Commission in Massachusetts had experiences with such 
"partial appointments"?

If a local Selectboard has made mistakes in appointments so that all 
Historical Commission terms expire in the same year, is there a legal 
remedy to provide for staggered terms?
