[MassHistPres] Survey on the cost of developing design guidelines

The executive director of a national organization of preservation commissioners sent around a note this morning inviting members of historic preservation commissions across the country to participate in a survey on the cost of developing design guidelines. I confirmed with Paul that the results will be published online and available to all, regardless of whether they are members of the NAPC.
