We think the district resident/property owner is important, to provide an 
initial contact for people in the district,and to keep an eye on things.

In some of the smaller districts we have had difficulty finding candidates, 
and therefore have a provision in our by-law whereby, if no resident can be 
found, the Selectman may appoint some other historically-oriented person.
