A preliminary to such a plan is usually preparation of a historic structure
report. There is no set format for these reports, because properties and
issues vary, but the idea is to document the property and conditions in
order to plan for long-term maintenance, as well as for any significant
interventions.
There is a guidance for how to prepare one on the NPS website and also a
recently published book on the subject: David Arbogast, "How to Write a
Historic Structure Report" (W W Norton, 2010).

I am part of a group putting together a long term-30 or 50 year- maintenance
or stewardship plan for a Historical Society's circa 1756 Museum House. We
are looking for advice on the issues that Historical Societies or
preservation groups have encountered with such plans or, better yet, are
there examples of long term plans in place people can share? Also, do other
groups have a successful format for keeping records of materials used?
