The BSHL was intended in part to provide for historical societies something similar to the present proposal -- and at the time that the MHC was established it was a nominator for a seat on the Commission. Its papers are now at the Mass. Hist. Soc. whose finding page for them has the following brief history.
The Bay State Historical League was founded in 1903 at the instigation of John F. Ayer, president of the Somerville Historical Society, who wished to form a society composed of local historical organizations committed to sharing information and stimulating interest in historical matters. Originally limited to Middlesex and Essex counties, the League eventually expanded to include other Massachusetts counties as well. The Bay State Historical League disbanded in early 2005.

BSHL’s quarterly meetings aimed to address the concerns and interests of both historical societies and the then-new commissions. A tall order – not always successful – but the message behind the meetings was that private and public historically-oriented entities had a lot to share (including many of the same members).
