Hello,
Does PMass have the capacity to support a group even if it is only for the
start-up? Many messages have related the rise and fall of preservation
organizational entities over the past few decades..are there messages in
those stories to steer us away from a repeat experience? As a concomm
member in the 1980s, I attended many workshops around the state presented by
the best attorneys and technical people available, including (then) DEQE
staff, and the annual conferences of (even then) 7-800 from all corners of
the state. Education is essential to building an effective program. In
this case, it is maintained by a legal requirement for municipalities in a
vital public interest. What makes preservation an essential municipal
function and if it is, how does it relate to Planning and Zoning Boards?

I have spent the last several years as part of a dedicated group that has
invested thousands of hours in starting up a new non-profit organization and
facing all of the issues Chris has listed below.
I would strongly suggest that starting a sperate, free standing entity might
be considered only after having explored the possibility of establishing
something under the umbrella of an existing organization.
The most obvious such organization that immediately comes to my mind would
be Preservation Mass, altho there might well be others worth considering.
