[MassHistPres] Historic Canals in Massachusetts

Wondering if anyone on the listserv has had experience with a historical society or historical commission attempting to clear brush and vegetation along any of the historic canals and canal towpaths in Massachusetts. 

Is such brush clearing activity always subject to Massachusetts wetlands regulations and local conservation commission review? Are their exemptions based on the historic (man made) nature of the canals, or the canals' status on the National Register? Purpose would simply be to clear along the canal towpath for walking so that the historic canal asset could be better seen and interpreted.
