[MassHistPres] Photo documentation in black & white

I was reviewing a Memorandum of Understanding between the MHC and the
city of Springfield, and noticed that in the requirement for photo
documentation, the digital photographs that are to be taken of
properties are specified to be in black & white.

I know that before digital photography came about, black and white
photographic prints were considered to be superior to color prints. But
it seems odd that the requirements are for the digital camera settings
to be set to black & white for this photo documentation.

Can anyone shed some light on this?
