The Westport Point Historic District has never had that issue.

I would be interested in knowing about all instances where  there was a 
realized (not just threatened) 40B in an LHD or impacting an NR  property -- or 
a threatened one that was effectively blocked or substantially  mitigated 
because of NR or LHD status.
