[MassHistPres] Lead abatement requirements

At a recent gathering about historic preservation in Berkshire County, lead abatement requirements were brought up as a barrier to renovating historic windows, and older homes in general. I know this topic has been discussed previously in this listserve, but I hope to find some broad guidance about the subject. 
 
Does anyone know of existing guidance documents (outlining the issues, requirements and alternatives) I can consult?
