it does take extra time, effort, paperwork and materials to comply but  
it can be done...many painters are steering clear of old houses...when  
a potential client contacts me about window restoration in their home,  
especially where children are present, i encourage them to remove and  
reinstall the sash themselves while we undertake the restoration...the  
regulations do not apply to homeowners doing the work themselves or  
getting unpaid help...it's not that we have lost confidence in  
removing sash in a safe manner, it is the threat of a $37,500 fine or  
future lawsuit--we must maintain files on our work for up to 7  
years...if little jack or jill have lead issues in the future, guess  
who will be contacted by the law...
