[MassHistPres] volunteers working on town-owned building

I'm wondering if there are examples of town-owned historic buildings where volunteers were used to perform restoration/renovation work. We have a building with possible asbestos and lead paint where the town has determined that no volunteers should work on the structure. Would it be reasonable to identify projects that might not impact hazardous materials and seek permission to do that work?
Any thoughts would be appreciated.
