I believe that he is mistaken, although not sure 100%. Good quality storm windows, set inside the exterior window casings do a very good job of dealing with heat loss. One might check with a code consultant to verify the status of windows today with the ever-changing MA building code. Interior storms may also be an option, but provide no protection for the intricacies of true divided lite sash or the glazing compound.
