 I agree with Mr Hadley that wood TDL's with storm will meet the energy code. 

I just replaced nasty vinyl SDL's with TDL/ext storm combos in 2010 and, although I'm in a registered historic district and am a significant contributing building in that district, mine is not a listed property in & of itself. I had no problems with the energy code & getting them permitted.
Well, other than the folks contracted to do MassSave audits (who wanted to offer me a "great deal" to upgrade my "inefficient" new windows with (so called) good, energy efficient double glazed ones... grrrr)

I believe that he is mistaken, although not sure 100%. Good quality storm windows, set inside the exterior window casings do a very good job of dealing with heat loss. One might check with a code consultant to verify the status of windows today with the ever-changing MA building code. Interior storms may also be an option, but provide no protection for the intricacies of true divided lite sash or the glazing compound.

He is trying to build a new house in WT in the manner of a historic house, (Not in the District)
He says the new building energy codes will not allow him to use true divided lights.
