[MassHistPres] RFR - Heritage State Park Repositioning

The Massachusetts Department of Conservation and Recreation (DCR) is soliciting proposals for planning services to develop a repositioning strategy and action plan to transition Heritage State Parks (HSP) to Gateway Discovery Centers. Work will include undertaking a system-wide conditions assessment and development of a prioritized capital improvement plan, development of regional interpretive themes, analysis of current management structures, recommendations for new models of management, and the development of an action plan to implement the transition from Heritage State Parks to Gateway Discovery Centers.
The consultant team should have a multidisciplinary composition and include a planning lead with significant participation from a variety of team members, including but not limited to, architects, civil and mechanical engineers, landscape architects, natural and cultural resource specialists, and interpretive planners.

The RFR includes information including the proposed list of tasks and accompanying deliverables, instructions to submit responses (with a list of required forms to return), and general evaluation criteria. To access the RFR, please do the following:
1. Go to www.comm-pass.com<http://www.comm-pass.com>
2. Near the top of the page, there are a number of tabs. Click on the top left tab titled "Solicitations."
3. Click on the third option "Search for a Solicitation"
4. In the field titled "Document Number," type in "DCR 560" then click the search button.
5. At the top of the page will be a bold blue line that says "There are 1 Solicitation(s) that match your search criteria."
6. Click on the blue line, then on the eyeglass symbol (far right) to see the details, including a summary, rules, issuer(s), forms/terms, etc...
7. Click on the "Specifications" tab, then click on the eyeglass symbol for the full bid form.
There is a pre-bid meeting (not mandatory) here at the 251 Causeway Street office in Boston this Friday, April 19th at 10:30am (please RSVP to me). Proposals are due on Friday, May 3rd. Questions and clarifications must be submitted in writing, and responses have to be posted on the CommPass website. See the posting for deadlines related to written questions.
