[MassHistPres] preferably preserved

The Mendon Historical Commission is having a hearing to determine if a
building should be preferably preserved.  This hearing is a first for the
HC.  What criteria do other commissions use to determine if a building
should be preferably preserved?  Any advice will be appreciated.
