[MassHistPres] Local Historical Commission Preservation Plan

A Preservation Plan is essential.

Amherst created its Preservation Plan in 2005 using outside consultants 
hired with Community Preservation Act money.

It was a very ambitious plan, listing virtually all desirable 
preservation actions, not all of which (obviously) we could carry out, 
for reasons of time, labor, and finances. However, the goals were 
divided into near-, mid- and long-term, which helps with prioritization. 
Above all, the Plan has been useful in justifying the preservation 
actions that we have undertaken, for example, in seeking CPA funds from 
Town Meeting, or bringing forward local regulations. The Preservation 
Plan is incorportated by reference into our Master Plan (adopted 2010), 
and it directly contributed to large portions of the mandatory chapter 
on Natural and Cultural Resources.

Last year, we achieved the major goal of creating our first local 
historic district (not without controversy, but residents have now gone 
on to propose two more on their own).
