[MassHistPres] Demolition Delay Bylaws: Winning and Losing

Sheffield, the oldest town in the Berkshires, will be bringing a proposed
Demolition Delay Bylaw to Town Meeting yet this year or in the Spring at the
latest.  We would love to contact other Historical Commissions who have
winning or losing stories of Demolition Delay Bylaws over the past several
years and willing to share what they did well as well as what didn't work
