[MassHistPres] Historic Tax Credits

In Beverly, a developer is seeking the creation of a National Register District for the sole purpose of obtaining tax credits for one property while at the same time he is seeking to demolish two key historic structures within this district so a 75 unit apartment can be built.  This course of action would in fact destroy the very historic district that would be created.

Does anyone know of a case in which a developer has used historic tax credits in this way?
